Although Access 2002 supports XML and XSL report formats, these formats are not supported by Access Reporter because they defeat the purpose of Access Reporter because the data and formatting are separated.
The XSL file only needs to be created once (which you can do in access manually). Then all you have to do is dynamically replace the xml file, or read this data straight from a database.
