Does the code written to call Access Reporter need to be written in .NET?

Of course the .NET Framework needs to be installed on the Server running the Reporter. You can use traditional VB/ASP code however, to call the Reporter dll, you have to make a wrapper so COM can use it - RegAsm.exe ReportClient.dll /tlb:ReportClient.tlb /codebase ReportClient.dll /s
